Strength (minecraft:strength) is a beneficial effect.Increases melee attack damage.Here are commands to give, clear, and create potions.

Common Commands

Give the nearest Player 30 seconds (level I)

/effect give @p minecraft:strength 30 0

Level II, lasts 1 minute

Levels start at 0: 0 is level I, 1 is level II

All players, infinite duration, hide particles
